As foreshadowed in Mr. Gent's minute above, Colonel Montgomery has now written suggesting that our Secretary of State should write to Sir James Grigg explaining our proposals for an emergency Hong Kong Unit. The draft telegram which he enclosed and which he suggests should be enclosed with Colonel Stanley's letter reproduces the amended draft as agreed on at (17). I am not sure what is meant by a "formal" approach from one Minister to another, but I attach for conson a draft letter for the Secretary of State's signature.
